Delegates Shott and Canestraro moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. House Bill No. 4602 -- H. B. 4602 -- A Bill to amend and reenact §17C-5-1 of the Code of West Virginia, 1931, as amended, relating to increasing the penalty for negligent operation of a motor vehicle causing death, and providing an additional penalty for negligent operation of a motor vehicle causing death when a child is present in the vehicle at the time of the accident.
